No, and no Mass Effect game will ever be the best game in history. The original Super Mario Bros. for NES sold 40.24 million copies, which technically makes it the best video game in history. The NES sold over 500 million games, and the SNES sold more than 379 million games which make them two of the most successful consoles ever made. Mass Effect 2 has only sold 1.6 million copies, including all console and PC versions of the game...same with Mass Effect; just for a comparison, the first Assassin's Creed sold more than double both Mass Effect game titles combined on all gaming platforms...Guitar Hero III even sold more copies than Mass Effect 2. So talking only about numbers which indirectly represents how well a game is, Mass Effect is one of the less popular titles out there right now...Banjo Tooie for the N64 sold 3 million copies, Pocket God for iOS, Android and WP7 has sold 2 million copies. Talking about game franchises like Mass Effect, the entire Mario franchise has sold 262 million copies and Unreal franchise has sold 7 million copies. By the numbers, Mass Effect is far from the best game franchise or best game in video game history. Don't get me wrong...Mass Effect is a great game, but it's far from the best.
EDIT: And although Mass Effect isn't too popular, even if it's a critically acclaimed franchise that has been called the best new franchise of the generation (not all time history is what that means), it still has nothing on other third person RPG shooters like Dead Space and Fallout. I've played both Mass Effect games and wasn't overly impressed with anything about either title when compared to Dead Space. Seriously, what does Mass Effect have on Dead Space, or what does it introduce into the world of RPGs that is different from a game like Deus Ex: Human Revolution or Fallout?
EDIT 2: I'm going to agree with Carrot Top that Daggerfall is a better game overall and is possibly one of the best games ever made. Bethesda is a better game studio than BioWare, Square-Enix is a better game studio than BioWare and Valve is a better game studio than BioWare. The only thing good from BioWare is maybe Dragon Age.
